He previously worked for the National Regulatory Research Institute, the Illinois Commerce Commission, the Argonne National Laboratory, and Commonwealth Edison Company. He has written on a wide variety of topics related to the energy industry and public utility regulation. He received his bachelor’s and master’s degrees from Marquette University and has undertaken doctoral work in economics at the University of Chicago.
